Gexa Offering Free Month of Electricity for Enrollment on 24-Month Wind Plan
For new customers of its 24 month 100% wind plan, Gexa Energy is offering to pay customers' December 2010 bills, up to $250.  Gexa's 24-month 100% wind plan is priced at 10.8¢/kWh at Oncor and 11.9¢/kWh at CenterPoint (based on 1,000 kWh usage), and includes a $295 early termination fee.


FERC Opens Smart Grid Standards Docket
FERC has established docket RM11-2 for a review of initial smart grid standards submitted to the Commission yesterday by the National Institute of Standards and Technology.  FERC has not yet issued a NOPR regarding the standards.


PUCT Staff Posts Draft Submetering Disconnection Proposal for Publication
PUCT Staff posted a draft proposal for publication in Project 37684 containing draft revisions to Substantive Rule §25.141 and §25.142, relating to submetering, to implement HB 882 as passed by the 81st Legislature in 2009.  HB 882 provides that a landlord may not interrupt or cause the interruption of electric service furnished to a tenant by the landlord as an incident of the tenancy or by other agreement unless the interruption results from bona fide repairs, construction, or an emergency.  The proposed amendments reflect that a landlord of an apartment house or landlord that leases mobile homes in a mobile home park can no longer disconnect electric service because of a tenant's nonpayment for that service.
