PECO to Raise Residential Generation Rates Oct. 28

Adds New Prices to Compare

As part of a reconciliation of the competitive transition charge (CTC), PECO is raising its residential generation rates effective October 28, according to a tariff supplement filed with the Pennsylvania PUC (Docket M-2009-2128478).  The rates would remain in place until the new post-2010 default service rates take effect in January 2011, or until a further monthly reconciliation of the CTC for December 2010, if required.

According to the supplement, the Energy and Capacity charge for Rate R residential customers will increase from 6.98 cents/kWh to 9.39 cents/kWh.  The tariff states that the charges are, "not applicable to a customer who obtains Competitive Energy Supply," but, "will apply to the customer who received Default PLR Service as of the effective date of this tariff."

Based on such language, the charges are apparently bypassable, a view that was held by several Pennsylvania market experts contacted by Matters.  However, the rate-cap era PECO tariffs are not models of clarity, and market participants are encouraged to read the supplement for themselves

The Rate R rate to take effect October 28 of 9.39¢/kWh compares to a 2011 Rate R Price to Compare of 9.92¢/kWh.  Two current offers on PA Power Switch are below the October 28 rate of 9.39¢

The supplement also includes new rates for the alternative residential tariffs.  

The new Energy and Capacity rates for Rate RH (residential heating) are:
• 9.57¢ per kWh for the first 600 kWh per dwelling unit
• 5.03¢ per kWh for additional kWh

The new Energy and Capacity rates for Rate RT (Time of Use) are:
• 5.82¢ per off-peak kWh
• 16.79¢ per on-peak kWh

Late Friday, PECO also posted updated Price to Compare information as a result of the increased generation rates.

The Rate R Price to Compare effective October 28 is 9.94¢/kWh.  The Rate RH average Price to Compare is 7.76¢, reflecting a price of 10.13¢ up to 600 kWh, and a price of 5.26¢/kWh thereafter.

PECO also told market participants that the 2010 residential Price to Compare will change again in December.

Non-residential rates are not affected by the supplement.
