U.S. Gas & Electric Seeks Maryland Electric License
Energy Service Providers, Inc. d/b/a Maryland Gas and Electric, applied for a Maryland electric supplier license. A copy of the application was not available yesterday. The supplier is an affiliate of U.S. Gas & Electric, which currently has a Maryland gas supplier license.

Interstate Gas Marketing Seeks Pa. Electric Broker License
Interstate Gas Marketing, based in Indiana, Pennsylvania, applied for a Pennsylvania electric broker license to serve all customer classes in all service areas. Interstate Gas Marketing is currently licensed as a natural gas aggregator by the PUC and is also engaged in gas drilling and production.

Nelson, Anderson Say PUCT Has Authority to Implement DCRF
PUCT Commissioners Donna Nelson and Kenneth Anderson expressed their support yesterday for the argument that the PUCT has the statutory authority to implement a Distribution Cost Recovery Factor (DCRF), which would allow distribution service providers to collect new costs for distribution assets from REPs outside of rate cases (38298, Only in Matters, 6/7/10). Anderson said that the rider should be limited to "traditional" distribution investments and technology directly related to such investments. Chairman Barry Smitherman said that he does not believe PURA grants the Commission authority to create a Distribution Cost Recovery Factor, and also said that the Commission should await the next legislative session before acting on the proposed rule. Commissioners were providing feedback to Staff, which will now write a proposal for adoption concerning the proposed Distribution Cost Recovery Factor rule. No formal action was taken by the Commission yesterday.
