Energy Edge Consulting hires Jeff Roberts
Energy Edge Consulting has added Jeff Roberts to its team of energy professionals to focus on business development.  Roberts was previously Senior Vice President at Amerex Energy Services and also Director of Origination for Choice Energy Services.


Maryland Alliance for Fair Competition Files Testimony in BGE-BGE Home Practices Investigation
The Maryland Alliance for Fair Competition has filed direct testimony in Maryland PSC Case 9235, concerning the current practices of Baltimore Gas & Electric and BGE Home (7/14).  The testimony only briefly, and does not substantively, address the issue of the use of the BGE name by BGE Home, one of the issues relating to competitive commodity supply in the case as opposed to energy contracting services.  The Alliance's testimony also argues that there are barriers to the use of utility consolidated billing by non-affiliated energy service/contracting companies not faced by BGE Home.


ERCOT Files Additional Testimony on Use of Nodal Funds Post Go-Live
ERCOT has filed supplemental testimony in docket 38840 concerning its request to use excess funds projected to be collected under the nodal surcharge for post Go-Live activities related to nodal (10/26).  Specifically, the additional testimony addresses, in response to requests from PUCT Chairman Barry Smitherman: a) ERCOT's Post-Go-Live utilization of Nodal Market Implementation Surcharge (Nodal Surcharge) revenues; (b) Post-Go-Live projects in the context of the 2011 ERCOT operating budget recently approved by the ERCOT Board of Directors; and (c) hypothetical scenarios requested by Chairman Smitherman modeling potential ERCOT budget and fee levels in the years 2012-2016.


Constellation Energy Installing Solar Plant at Benjamin Moore
Constellation Energy and Benjamin Moore are nearing completion of a 1.7 MW solar power system from which Benjamin Moore will purchase power under a 20-year PPA.  Constellation Energy will build, own and maintain the system on land provided by Benjamin Moore at its Flanders, New Jersey, R&D facility.


Multiple Intervenors Raises Concern on NYSEG/RG&E Request for Changes to Affiliate Code of Conduct
Multiple Intervenors has raised several concerns with NYSEG and Rochester Gas & Electric's request to amend their code of conduct to allow unregulated affiliates of Iberdrola, such as Iberdrola Engineering & Construction, to participate in the competitive procurement processes employed by the utilities (07-M-0906).  Among other things, Multiple Intervenors said that while the petition is styled to allow Iberdrola Engineering & Construction to bid on various construction projects such as transmission and substations, the proposed amendments to the code of conduct, "are much broader, seemingly applying to all of Iberdrola's 'unregulated affiliates.'"  NYSEG and RG&E, "proffer no rationale in the Petition to justify the eligibility of any entity other than Iberdrola Engineering in their competitive procurement processes," Multiple Intervenors said.  Additionally, Multiple Intervenors said that the petition does not advance any proposed amendments to the Code of Conduct that would provide the PSC with increased rights to investigate whether affiliated bidders are being accorded unfair advantages in the competitive procurement process.
