Calif. PUC Adds Nonbypassable Charge Issues to Phase III of Direct Access Proceeding The
California PUC has added issues relating to nonbypassable charges for departing load,
referred to as the "power charge indifference amount" (PCIA), to Phase III of the
direct access re-opening proceeding, Rulemaking 07-05-025. A scoping ruling directed
that a series of workshop sessions shall be scheduled as a forum to discuss the departing
load PCIA methodologies, and potentially other unresolved Phase III technical disputes.
A proposed decision, which shall also address outstanding issues such as electric
service provider bonding and security, transitional bundled service, and switching
rules, is to be issued by May 24, 2011.
