Calif. PUC Adds Nonbypassable Charge Issues to Phase III of Direct Access Proceeding
The California PUC has added issues relating to nonbypassable charges for departing load, referred to as the "power charge indifference amount" (PCIA), to Phase III of the direct access re-opening proceeding, Rulemaking 07-05-025.  A scoping ruling directed that a series of workshop sessions shall be scheduled as a forum to discuss the departing load PCIA methodologies, and potentially other unresolved Phase III technical disputes.  A proposed decision, which shall also address outstanding issues such as electric service provider bonding and security, transitional bundled service, and switching rules, is to be issued by May 24, 2011.


PUCO Approves Just Energy Settlement
The Public Utilities Commission of Ohio approved a stipulation under which Just Energy will pay minimum of $111,000 to the Ohio general fund to resolve customer complaints and areas of alleged non-compliance by Staff.  As part of the settlement (11/5), Just Energy will receive a two-year renewal of its gas supplier license.  Just Energy will provide customers contracted between April 1, 2010 and September 20, 2010 the opportunity to cancel their contract without penalty under the settlement.  Additional conditions, such as a revised Third Party Verification process, can be found in our 11/5 story.
