Md. PSC to Consider Utility Choice International Applications on Dec. 1
The Maryland PSC has listed on its final agenda for its December 1 administrative meeting the applications of Utility Choice International for electric and natural gas broker licenses, which the Commission previously took under advisement (see 9/30/10).


DPUC Memorializes Complaints Against North American Power, Seeks Info on TPV Policies
The Connecticut DPUC has memorialized in a letter to North American Power and Gas, LLC the supplier's alleged, "failure to produce requested third party verifications for retail electric customers, and to further investigate details of complaints filed with the Department of Public Utility Control."  Aside from directing North American Power to produce verifications related to several customers' filed complaints, the DPUC directed the supplier to identify the TPV company, or companies, which North American Power utilizes, and to identify the specific terms of the contract between North American Power and its TPV company or companies with regard to TPV retention.


Horizon Power and Light Transferring New England Licenses to REP Energy, LLC
Horizon Power and Light LLC requested to transfer its Connecticut electric supplier license to REP Energy, LLC, which is held by the same owners as Horizon.  Neil Leibman, CEO of both suppliers, said in a letter to the DPUC that Horizon's operations are being split, with the Horizon entity maintaining its position and licenses in several PJM retail markets, with REP Energy assuming the Horizon licenses in several ISO New England markets.


BostonGen Sale to Constellation Approved by Bankruptcy Court
The United States Bankruptcy Court for the Southern District of New York approved the sale of Boston Generating's 2,950 MW fleet to Constellation Energy for $1.1 billion.  FERC review of the transaction is still pending.
