Delaware PSC Sets Workshop on Net Metering Changes
The Delaware PSC has scheduled a workshop on revisions to its net metering rules, required under SB 267, after receiving stakeholder comment on a Staff proposal (Reg. Dckt. No. 49).  SB 267 allows customers to aggregate individual meters for the purpose of allocating net metering credits to electricity accounts other than the account hosting an energy generating facility, and also provides community choice aggregation provisions for community-owned energy generating facilities that are established by a group of customers (see 9/10 for proposed changes to the rules).  Though competitive suppliers in Delaware are generally compelled to offer customers the option of net metering if a customer generates electricity, subject to several conditions, the draft modifications would provide that Delmarva shall only allow net metering aggregation for customer accounts for which it provides electric supply service.  The PSC has ordered an additional round of comments, and directed that a workshop be held on or before February 17, 2011.


CPS Energy Submits Notice of Suspension for Leon Creek Units 3 and 4
ERCOT has received Notification of Suspension of Operations for CPS Energy's Leon Creek Units 3 and 4, which are gas-fired peakers.


NRG Energy to Acquire Agua Caliente Solar Project
NRG Energy and First Solar, Inc. announced that NRG, through its wholly owned subsidiary, NRG Solar, has agreed to acquire the 290 MW Agua Caliente solar project in Arizona from First Solar.  The project is scheduled to be completed by 2014 and has a 25-year power purchase agreement with Pacific Gas & Electric.  When completed, Agua Caliente is expected to be the largest operational photovoltaic (PV) site in the world, NRG said.
