Major Energy Receives Maryland Electric License
The Maryland PSC granted Major Energy Electric Services, LLC an electric supplier license to serve residential, commercial and industrial customers at Baltimore Gas & Electric (11/2).


Green Mountain Energy Signs Contract with Empire State Building
Green Mountain Energy Company has won a two-year contract to provide the Empire State Building with 100% renewable electricity.  The agreement, brokered by MCEnergy, Inc., annually covers nearly 55 million kilowatt-hours.  Green Mountain Energy CEO Paul Thomas said that the contract represents the largest purchase in Green Mountain's 13-year history, and, "demonstrates that Green Mountain can serve all sizes of commercial customers with renewable energy at a price they can afford."  The contract includes 100% wind RECs sourced from Green Mountain parent NRG Energy.


Maryland PSC Schedules Hearing on Curtailment Service Provider Licensing
The Maryland PSC has scheduled a legislative-style hearing on February 10 to consider whether curtailment service providers operating in Maryland should be subject to licensing as electricity suppliers pursuant to § 7-507 of the Public Utilities Article, Annotated Code of Maryland (Case 9241, see 10/1).  The Commission also will consider whether to require periodic reports from the curtailment service providers in the event that the Commission determines that the curtailment service providers are subject to licensing by the Commission.


PUCO Denies Rehearing in IGS Energy License Docket Regarding Columbia Retail Energy Name
The Public Utilities Commission of Ohio denied the Ohio Consumers' Counsel rehearing request regarding OCC's opposition, in Interstate Gas Supply's gas supplier licensing docket (02-1683-GA-CRS), to Interstate Gas Supply's use of the trade name Columbia Retail Energy (11/11).  The Commission reiterated that Interstate Gas Supply's notice of material change to use the new trade name does not cast doubt on IGS's fitness or ability to provide service, and thus the issues raised by OCC with respect to use of the trade name are outside the scope of the proceeding.  Such issues are better addressed in a separate complaint brought by OCC against Interstate Gas Supply over the use of the trade name, which was not affected by PUCO's ruling, the Commission said.


PJM Settlement Begins Acting as Central Counterparty
After recent FERC approval of a compliance filing (see 12/31), PJM reported that PJM Settlement, Inc., has begun handling all settlements and issuing billing statements as a central counterparty in the PJM markets.  PJM claims the central counterparty model reduces credit risk, though this was heavily disputed by several market participants (see 9/7).
