FERC Denies Rehearing on Elimination of Corporate Guarantees in ISO New England
FERC denied rehearing of its July order which eliminated corporate guarantees as a form of credit in ISO New England (ER10-942).  Several competitive retail and wholesale suppliers had sought rehearing, arguing that the elimination of corporate guarantees would confer a competitive advantage to state-regulated default service providers, which do not rely on corporate guarantees, by imposing new costs on competitive load serving entities (e.g. the cost of letters of credit) that would not be similarly assessed on state-regulated service providers (8/17).  FERC dismissed such concerns.
