Columbia Gas Requests Delayed Due Date for SSO Supplier Deposits

Columbia Gas of Ohio has petitioned PUCO to delay the necessary posting of deposits for new winning SSO suppliers until the service start date of April 1, 2011 (see related story for auction results).

Columbia requested a waiver of its tariff provisions requiring the posting of a deposit by winning bidders one week following Commission approval of the auction results (08-1344-GA-EXM).  The deposit, equal to $0.50/Mcf times the total estimated tranche(s) volume, is meant to protect customers against the potential for supplier default during the SSO term.

The deposits are returned at the end of the annual SSO period, which for the 2010 auction is March 31, 2011.

New deposits for the 2011 auction, assuming PUCO approval of the results today, would be collected February 16, 2011.

"As a result, if a winning supplier from Columbia's first SSO auction [in 2010] is also a successful bidder in Columbia's second SSO auction, under Columbia's tariff such supplier would be required to post its deposit for the year two auction before its deposit had been returned for the year one auction," Columbia said.

Columbia, in consultation with PUCO Staff, proposed delaying collection of the deposit required under the 2011 auction until April 1, 2011, the start date of service under the latest auction.
