PUCO Approves Columbia Auction Results
The Public Utilities Commission of Ohio approved the results of the Columbia Gas Standard Service Offer auction, which, as first reported in Matters yesterday, resulted in a Retail Price Adjustment of $1.88/Mcf.  Additional details in our 2/9 story.


CL&P Reports LRS Supplier
Connecticut Light and Power reported that PPL EnergyPlus, LLC won 100% of its Last Resort Service load for the three-month period beginning April 1, 2011.


ERCOT Seeks Consent to Disclose Offline Units
ERCOT has requested that Resource Entities (REs) and Qualified Scheduling Entities (QSEs) representing Resource Entities provide written consent to publicly disclose certain Resource-specific data.  Due to the recent rolling outages, ERCOT has received numerous inquiries regarding Resources that tripped Off-Line at some time during February 1 - 4, 2011.  "ERCOT would like to be in a position to respond to these inquiries with a public list that identifies those Resources," ERCOT said in its request for consent for such disclosure.  Section 1.3.1.1(c) of the ERCOT Protocols indicates that the "status of Resources, including Outages, limitations, or scheduled or metered Resource data" is "Protected Information" up until 60 days after the applicable Operating Day.  ERCOT asked Resource Entities to give their prior written consent to the public disclosure of the following information:

1. Name of physical unit that tripped Off-Line at some time during February 1 - 4, 2011

2. Name of Resource Entity that owns or controls the unit

3. The county in which the unit is located

4. Fuel type of the unit.


Usource, New Hampshire Association of Counties Forms Buying Group
Broker Usource, LLC has formed an energy buying group with the New Hampshire Association of Counties, which Usource called the first state-wide electric and natural gas buying group to include all 10 New Hampshire counties.  Usource said that it is the second largest broker of electricity and natural gas in the country, operating in 18 states and managing over $500 million in energy contracts annually.

 

Ameren Energy Resources Company Names New CEO
As part of a series of executive changes at various Ameren subsidiaries, Steven Sullivan was named chairman, president, and CEO of Ameren Energy Resources Company, LLC, Ameren's holding company for merchant generation and its energy marketing services.  Sullivan was previously Ameren's senior vice president and general counsel.  Charles Naslund, who previously led Ameren Energy Resources Company, is moving to a new position with Ameren's regulated Missouri utility.


FirstEnergy Enters MOU to Sell Fremont Plant
FirstEnergy Corp. has entered into a non-binding Memorandum of Understanding for the sale of its Fremont Energy Center in Fremont, Ohio, to American Municipal Power, Inc.  The MOU provides, among other things, for the parties to engage in exclusive negotiations toward AMP executing a definitive agreement by March 11, 2011, to purchase the facility on or about July 1, 2011.  The Fremont Energy Center, a 707-megawatt (MW) natural gas combined cycle generation plant owned by FirstEnergy Generation Corp., is currently under construction and scheduled to be complete in 2011.  The plant, acquired from Calpine, includes two natural gas turbines and a steam turbine capable of producing 544 MW of load-following capacity and 163 MW of peaking capacity.  FirstEnergy said that the sale is consistent with FirstEnergy's current efforts to divest non-strategic assets and use the proceeds to provide the company with additional financial strength and flexibility.
