Delaware SOS Pricing to Fall June 1, 2011

The average winning bid for Residential and Small Commercial and Industrial SOS service in Delmarva Power's Delaware service territory, for three-year tranches beginning June 1, 2011, was $85.89/MWh, Vantage Energy Consulting LLC reported yesterday.

The winning bids were 4.5% lower than the average winning bids during the 2009-10 procurement (for service starting June 1, 2010), and 21.8% lower than the winning bids from the 2007-08 procurement, the latter of which are being replaced in the mass market SOS portfolio.

The resulting average cost of the Residential and Small Commercial and Industrial SOS portfolio for the contract year June 1, 2011 through May 31, 2012, is $93.53. This is approximately 7.5% lower than the average cost for the mass market portfolio for the June 1, 2010 to May 31, 2011 contract year.

The average winning bid for 100% of Medium General Service (MGS) SOS, for the 12-month period beginning June 1, 2011, was $72.30/MWh.

The average winning bid for 100% of Large General Service (LGS) SOS, for the 12-month period beginning June 1, 2011, was $68.41/MWh.

The average winning bid for 100% of General Service Primary (GSP) SOS, for the 12-month period beginning June 1, 2011, was $65.95/MWh.

Average winning bids for the MGS, LGS and GSP classes were 17-18% lower, depending on class, than the winning bids from the 2009-2010 procurement, which are being replaced in their entirety.

The 2010-11 procurement saw eight bidders, down one from last year's procurement. There were five winning bidders in the 2010-11 procurement.

Two bidders active in last year's procurement did not participate in the 2010-11 procurement. "We understand that ... two bidders have been in the process of reorganizing and may return at some future time," Vantage Energy Consulting said. One new bidder participated in the 2010-11 procurement.

The procurement was conducted by World Energy Solutions.
