Md. PSC Takes North American Power Joint Proposal Under Advisement

The Maryland PSC yesterday heard testimony regarding the joint proposal from Staff and North American Power and Gas, LLC which would resolve Staff's complaint against North American Power (see 2/23 for details). The PSC took the matter under advisement and adjourned yesterday's hearing without action. Two key concerns expressed by Commissioners is whether the amount to be paid by North American Power under the settlement, $35,000, is appropriate or whether a higher amount should be paid, and whether the Commission should allow the payment to be made in the form of a contribution to a regional fuel fund, rather than assessed as a civil penalty (Case 9253).

We also look forward to TXU Energy's input as the restructured electricity market continues to evolve," said Paul Smolen, President of TEPA.

Quinn Names Doug Scott ICC Chairman

Illinois Governor Pat Quinn named Doug Scott as chairman of the Illinois Commerce Commission. Scott has served as director of the Illinois Environmental Protection Agency since 2005, and was previously a state representative and Mayor of Rockford. Scott replaces Manuel “Manny” Flores, whom Quinn named director of the Division of Banking of the Illinois Department of Financial and Professional Regulation.

PJM Suspends Work on PATH Line

Citing lower forecast demand, PJM has directed transmission owners to suspend efforts on the Potomac-Appalachian Transmission Highline (PATH). The PJM Board decided to hold the PATH project in abeyance in the 2011 Regional Transmission Expansion Plan (RTEP). The delay is notable because the potential for delays in needed transmission, specifically the PATH line, were previously cited by the Maryland PSC in ordering the procurement of "gap" demand response resources by the utilities (see Case 9149), and justification for further investigation into contracting for additional capacity to prevent supply shortages.
