Ameren Seeks Competitive Declaration, Hourly Pricing for Customers 150 kW - 400 kW

Ameren Illinois has petitioned the Illinois Commerce Commission to declare Ameren's provision of electric supply to retail customers with peak demands of at least 150 kW but less than 400 kW to be competitive effective May 1, 2011, which would move existing customers in this class to default hourly pricing effective with the end of the April 2014 monthly billing period.

The grandfathering of existing customers, and their ability to take fixed price default service for a three-year transition period notwithstanding the competitive declaration, is required by statute. Customers would lose grandfathered status if they switch to competitive supply, or optional hourly default service, and would not be able to return to fixed price default service.

Effective May 1, 2011, new customers in the 150 kW to 400 kW range would not have an option for fixed price default service, and would be served on hourly rates if not choosing an alternative supplier.

Under PA 95-0481, utilities with over 100,000 customers may seek competitive declarations for those customers over 100 kW if at least 33% of those customers in the electric utility’s service area take service from alternative retail electric suppliers, and at least 3 alternative retail electric suppliers provide service that is comparable to the available tariffed default service. That legislation also declared customers over 400 kW to be competitive at Ameren, and defaulted such customers to hourly pricing.

Ameren reported that, as of January 2011, it had approximately 3,343 accounts which had a peak demand of at least 150 kW and but less than 400 kW. Of these customers, some 2,251, or 67.3%, take supply from an alternative retail electric supplier. Furthermore, Ameren reported that alternative suppliers served 68.5% (387 MW) of these customers' peak load, and 70.2% of their throughput (151,430 MWh), during January 2011.

Additionally, excluding self-supplying alternative suppliers, Ameren has 14 alternative retail electric suppliers that serve customers in the 150 - 400 kW class.
