ICEA Seeks Rehearing on ComEd Combined POR Uncollectibles Rate

The Illinois Competitive Energy Association applied for rehearing (Docket 10-0138) of the Illinois Commerce Commission's recent order instituting a combined discount rate for residential and non-residential customers under Commonwealth Edison's purchase of receivables program (Only in Matters, 2/25). ICEA said that the adopted single uncollectibles rate of 1.8453% for all POR customers was introduced after close of the record, was unsupported, and was contested by nearly all parties. ICEA noted that even Dominion Retail, which supports a combined discount rate unlike ICEA, contested 1.8453% as the appropriate figure, and had calculated a lower amount. As previously reported , Dominion Retail has submitted an appeal as well as rehearing request regarding other aspects of the POR order, including the 50 cent per utility consolidated bill charge.


NYISO Seeks Delay in Enhanced Shortage Pricing

The New York ISO has asked FERC to defer the effective date of tariff revisions related to enhanced shortage pricing to the earlier of May 10, 2011, or a date to be specified two weeks in advance but no earlier than April 26, 2011. The deferral is necessary because the NYISO has determined that it will be unable to implement the software revisions, upon which these tariff revisions depend, until April 26, 2011 at the earliest but no later than May 10, 2011. The tariff had been scheduled to take effect March 15 (Docket ER11-2454).


Nelson Reappointment to PUCT Confirmed

The Texas Senate on Wednesday unanimously confirmed Gov. Rick Perry's reappointment of Donna Nelson as a Commissioner on the Public Utility Commission of Texas. Her term runs through Aug. 2015. She has served as Commissioner since Aug. 15, 2008.


RESA Touts Success of Conn. Electric Choice

The Retail Energy Supply Association issued a news release yesterday highlighting the success of electric choice in Connecticut, with migration nearly doubling during 2010, and a total migration rate of 63% (by consumption). RESA reported that its 12 members active in Connecticut support more than 3,000 jobs in the state. "Electric customer choice has become a valuable economic engine in Connecticut," said David Fein, President of RESA. "We are not only contributing to the State's tax base by employing local residents and maintaining local places of business, we are also fostering important energy innovation and helping residents and businesses manage and even lower energy costs," Fein added. Several Connecticut lawmakers have introduced a bill which is likely to include several provisions detrimental to the retail market, though no formal language has been drafted yet (see 1/24 for discussion)


Champion Energy Services Extends Contract, Branding with Sam Houston Race Park

Champion Energy Services said yesterday that it has extended an electric supply contract with Sam Houston Race Park through 2014. Champion Energy will also continue as a platinum partner of race park, which provides various signage and branding opportunities, including the Champion Energy Services Jockey Club, which hosts the park's top customers, horsemen and members from the racing community.


Constellation Provides RECs for MJSA Expo

Constellation Energy announced that it will supply Green-e Energy certified renewable energy certificates from wind energy facilities to MJSA Expo New York on March 13-15. The RECs will offset 100% of the expo's electricity usage. Constellation Energy was recently named the endorsed energy supplier for MJSA, the U.S. trade association for jewelry makers, designers, and related suppliers.
