Pa. ALJs Recommend Approval of Settlement Requiring POR at Peoples Natural Gas

A recommended decision by two Pennsylvania ALJs would implement without modification a settlement in Peoples Natural Gas' rate case that would require the offering of Purchase of Receivables starting January 1, 2012 (R-2010-2201702). Calif. Draft Would Deny Change to Direct Access Baseline Sought by Edwards AFB

A proposed California PUC decision would deny Edwards Air Force Base's petition to modify the PUC's prior decision setting the direct access baseline amounts and caps to account for Edwards' load, which is supplied by several wholesaler suppliers but is served by Southern California Edison (R. 07-05-025, 4/15). The draft order concludes that the bulk energy provided to SCE for Edwards by various wholesalers does not qualify as service supplied by "other providers," as required by statute for inclusion of any such load in the direct access baseline. The draft notes that SCE has continued to provide bundled full requirements service to Edwards notwithstanding Edwards' arrangement to provide its own wholesale supplies, which are delivered to SCE in exchange for a credited rate.


GDF SUEZ Names Kelly Tomblin VP of PJM-Mid-Atlantic

GDF SUEZ Energy Resources NA named Kelly Tomblin, Regional Vice President, PJM, Mid-Atlantic, charged with overseeing the management of customer relationships in Pennsylvania, Maryland, New Jersey, Delaware and Washington, D.C. Since 2006, Tomblin has served as Vice President of Corporate Strategy and Services in North America for International Power, which recently combined with the international businesses of GDF SUEZ. Tomblin previously held positions at GPU Inc. in the Jersey Power & Light and Penelec regions.
