ComEd Files Purchase of Uncollectibles Tariff

The Illinois Commerce Commission yesterday suspended Commonwealth Edison's Purchase of Uncollectibles rider for further investigation (Docket 11-0435).

Consistent with statute, ComEd's Purchase of Uncollectibles rider (Rider POU) would allow alternative retail suppliers to have ComEd purchase up to two monthly billing periods worth of the supplier's uncollectible receivables for the electric power and energy supply service provided to customers with demands under 400 kW.

Rider POU would be available to retail suppliers taking service under Rate RESS – Retail Electric Supplier Service.

ComEd would apply a charge of $29.06 to the retail supplier for the costs to process each election of Purchase of Uncollectibles submitted by the supplier. In addition to this processing charge, ComEd would purchase the uncollectible receivables at a discount of 2.95%.

ComEd said that it has not finalized costs of the Purchase of Uncollectibles program, and may file additional costs to be imposed on suppliers participating in the program.

For an account to be eligible for Purchase of Uncollectibles, the supplier must submit a drop request for the relevant customer, and have conducted reasonable collection efforts.

The number of elections for which ComEd must purchase supplier's uncollectible receivables is limited to a maximum of 125 per calendar quarter.
