Pa. PUC Seeks Comment on Customer List Rules Under Remand

The Pennsylvania PUC will return to the rules applicable to electric customer lists in effect prior to the issuance of Interim Guidelines on customer lists in November 2010, as the PUC considers the issue on remand.

A court had previously stayed the Commission's prior order adopting the Interim Guidelines.

"During the Commission's reconsideration, EDCs will return to the release of customer information protocols, methods and restrictions effective within their service territories before the Guidelines Order was issued," the PUC said.

A main tenet of the Interim Guidelines Order was that customers could not choose to restrict the sharing of all of their information with electric suppliers, and could only restrict (via opt-out) telephone number, billing address, and historic usage (see 11/15). Victims of domestic violence or customers that are similarly endangered were permitted to restrict all of their information.

The PUC requested comments on its reconsideration of the Interim Guidelines, but did not provide specific areas for comment (Docket No. M-2010-2183412).
