PJM Seeks to Ease Quorum Requirements

PJM has filed revisions to its operating agreement to lower the quorum requirement for any meeting of the PJM Members Committee.

Under the current version of operating agreement, attendance of a majority of the Voting Members from each of at least three sectors that have at least five Members shall constitute a quorum at any meeting of the Members Committee; however, a quorum shall only require one-third of the Voting Members, but not less than ten, from any sector that has more than 20 Voting Members.

"This requirement relative to sectors with more than 20 voting members creates an unnecessary administrative burden which the PJM Members want to address ... At many Members Committee meetings PJM Staff or Members must call other Members from larger sectors and request them to join the Members Committee meetings in order to meet the quorum requirement," PJM said.

PJM's proposed revisions would consider a sector present for quorum purposes for all sectors when the lesser of: (i) a simple majority of the Voting Members is in attendance or (ii) ten of the Voting Members is in attendance without regard to the total number of members in a sector.
