Oncor: No Change Required in AMS Surcharge

No change in the advanced meter surcharges applicable to REPs at Oncor is required as a result of a reconciliation of advanced metering deployment costs to date, Oncor said in submitting cost reconciliation information to the PUCT (39552). Oncor said that the costs spent to date were undertaken in accordance with the approved deployment plan and are entitled, therefore, to the presumption that those costs are reasonable and necessary. Although Oncor is not seeking an adjustment to the AMS surcharge in the proceeding, all REPs serving residential and non-residential retail electric customers in Oncor's service area who are not required to have IDR meters could receive a benefit from the proceeding if the Commission were to find that any of the costs incurred or investments made by Oncor through 2010 in the deployment of its advanced meters were not spent or properly allocated or were not reasonable and necessary.


First Choice Power Adds Holly Reynolds to Indirect Sales Team

First Choice Power announced the addition of Holly Reynolds as a new business development manager at its Irving headquarters. Reynolds joins the indirect sales team, which has grown 50 percent in the past year. Reynolds previously held sales and managerial positions at Tradition Energy and Hudson Energy.


DEFG Forming Resource Adequacy Working Group

DEFG LLC has published a white paper on various approaches to resource adequacy as a prelude to launching a 2012 Resource Adequacy Working Group to assess the current state of resource adequacy and to examine alternative approaches. The Working Group will further examine the cost of reliability in several electric regions and states, and prepare recommendations that will encourage: 1) adequate investments in new generating units, transmission and distribution facilities, and alternative resources, 2) sufficient focus on the cost of reliability such that these costs remain reasonable, and 3) a closer link between what is occurring on the demand side and grid-level resource adequacy.


Pa. PUC Names Executive Director

The Pennsylvania PUC has named Jan H. Freeman as Executive Director. The newly created position is part of the agency' previously reported reorganization (3/15). The Executive Director is a policy-making and advisory position responsible for general management. This position plans, organizes, directs and controls overall operations of the Commission. A former Executive Director of the Pennsylvania Energy Office, Freeman most recently ran a consulting firm that specializes in government affairs and strategic planning on energy issues.


Md. PSC Schedules Net Metering Rulemaking

The Maryland PSC has set for August 16 a further rulemaking session regarding net metering under RM 41, to address Staff's recommended changes in light of recent legislation, and whether to adopt such changes as final. Chapter 406 (House Bill 860), Laws of Maryland 2011, revised Sec. 7-306 of the PUA and changed and clarified the accrual of net excess generation credits by eligible customer-generators, as well as how and when eligible customer-generators may be compensated for any net excess generation.
