MC Squared Energy Services Seeks Pennsylvania Electric License

MC Squared Energy Services, LLC applied for a Pennsylvania electric supplier license to serve all customer classes in all service areas. MC Squared currently serves approximately 120 MW of coincident peak summer retail load to over 2,000 customer accounts in the Commonwealth Edison service territory in Illinois.


BlueStar Energy Services Seeks Illinois ABC License

BlueStar Energy Services, Inc. d/b/a BlueStar Energy Solutions has applied for an Illinois electric agent, broker, and consultant license. BlueStar said that it is seeking the ABC license out of an abundance of caution to ensure it has all required licenses, and that the application does not represent any fundamental strategy change. Although BlueStar has increasingly expanded its suite of energy management and efficiency services, BlueStar said that, at this time, it does not have any plans to create a separate supply procurement consultant similar to The E Group (FirstEnergy Solutions), Constellation Energy Projects and Services (Constellation NewEnergy), or Cirro Energy Services (Cirro Energy). The ABC license would, however, allow BlueStar to expand into such procurement consulting in the future if it chose to do so


Twin Eagle Resource Management Enters Agreed Proposed Order with PUCT Staff Regarding REP Certificate

Twin Eagle Resource Management LLC said that it has entered into an agreed proposed order with PUCT Staff that, if approved, would grant Twin Eagle Resource Management LLC a REP certificate. Twin Eagle Resource Management said that the agreed proposed order would be filed by Staff today; the filing was not made as of press time. Twin Eagle Resource Management did not discuss what other provisions are contained in the agreed proposed order with Staff. Twin Eagle Resource Management was originally granted a REP certificate in June, but the certificate was withdrawn after Twin Eagle Resource Management amended its application subsequent to certification to disclose a settlement between its Executive Vice President and CFO, Robert Doty, and the U.S. Securities and Exchange Commission related to Doty's tenure as CFO of Dynegy Inc. Texas Retail Energy Receives Connecticut Electric License

The Connecticut PURA granted Texas Retail Energy, LLC an electric supplier license limited to serving affiliated Wal-Mart properties and related facilities. The application was first reported in Matters (6/15).


Maine PUC Denies National Energy Group Broker Application

The Maine PUC denied National Energy Group's application for an electric aggregator/broker license. The PUC's order states that, "it was brought to the Commission's attention that NEG made contact with customers in Maine during the period of May and June of 2011 for the apparent purpose of marketing electricity supply services ... Such marketing activity without a CEP [competitive electricity provider] license is unlawful in Maine" (see 6/3). The PUC said that National Energy Group did not respond to Staff requests for information regarding such activity, and said, "[s]ince that time, the Commission has received additional information that NEG may have continued marketing activities to Maine retail electricity customers even after being advised that these contacts are not permissible without a license."
