Massachusetts Utilities File 60-Day POR Compliance Plans

Massachusetts electric distribution companies have filed their final, 60-day compliance plans for Purchase of Receivables (10-53).

Nstar, Unitil, and Western Massachusetts Electric Company had no changes to their initial 30-day compliance filings submitted in July (see 7/22). National Grid's 60-day filing was not immediately available.

In the case of Nstar, while the July filing did contain administrative and implementation cost data to which Nstar says that it has no changes, the July filing did not appear to translate these actual costs into discount rate percentages for administrative and implementation costs. Nstar did not, in its 60-day compliance filing, provide any discount rate percentages.

The previously filed uncollectible rates to be included in the POR discount at Nstar are as follows:

Residential: 2.546%

Small C&I: 0.785%

Large C&I: 0.038%

Unitil and WMECO also did not have any revisions to their July POR compliance plans, but the plans filed in July included complete discount rate information.

Specifically, Unitil (Fitchburg Gas & Electric) affirmed the following total discount rates:

Residential/Small General Service: 5.88%

Regular General Service: 3.41%

Large General Service: 3.08%

As indicated in its July filing, WMECO affirmed that no administrative and implementation costs are expected to be incurred if the DPU approves a POR program design which is compatible with affiliate Connecticut Light & Power's current POR program, allowing WMECO to rely on CL&P's system.

If such a program design is approved, initial POR discount rates at WMECO would only reflect uncollectibles, and would established be as follows:

Residential: 3.18%

Commercial: 0.40%

Industrial: 0.19%
