REPs, TDUs Recommend Deadline for Submission of Same-Day Switches Under AMS

Members of the ERCOT Market Coordination Team, composed of REPs and TDUs, have proposed that the PUCT add a deadline for the submission of same-day switches for customers with provisioned advanced meters.

A currently proposed rule in Project 38674 addresses several new operational timelines due to advanced metering, including for Move-Ins and Move-Outs, under changes to the tariff for retail delivery service (see 4/22).

However, the proposed rule does not provide any time parameters for the receipt of a standard switch involving provisioned advanced meters, other than to require a same-day switch.

In other words, a switch for an advanced meter could be submitted at 11:59 p.m., and required to be completed the same day.

However, TDUs shut their registration systems down at night for batch processing, so the current language poses a problem, the joint TDUs and REPs noted.

Accordingly, the joint REPs and TDUs proposed a 7 p.m. cutoff for a switch to be submitted in order for it to be completed on the same day, for customers with provisioned advanced meters.

A switch submitted after that time, for a customer with an advanced meter, would be completed on the next Advanced Metering System (AMS) operational day.

The Market Coordination Team has been examining the issue with respect to the Texas Standard Electronic Transactions, but said that resolution is more appropriately addressed in the rulemaking.
