ICEA, RESA Seek Rehearing of ComEd POR Order

The Illinois Competitive Energy Association and Retail Energy Supply Association sought emergency rehearing of the Illinois Commerce Commission's order to maintain a blended uncollectibles discount rate at Commonwealth Edison's POR program. ICEA and RESA sought clarification from the ICC regarding the incongruity in the ICC's statement that it is open to revisiting the uncollectibles rate issue, despite the ICC's conclusion that a single discount rate is required by statute. The Commission's pronouncement that it may review the rate in the future appears to suggest the ICC has discretion to set class-specific discount rates (as maintained by RESA and ICEA), contrary to the ICC's finding elsewhere in the order, RESA and ICEA said.


PJM to Lower Threshold for Ancillaries Offers

PJM has submitted tariff changes at FERC to reduce the threshold for Regulation, Synchronized Reserve, and Day-Ahead Scheduling Reserve market offers from 0.5 MW to 0.1 MW for all resources, including demand and generation resources, and to reduce the aggregation threshold for demand resources from 0.5 MW to 0.1 MW.


Premier Healthcare Alliance Awards Energy Procurement Contracts

The Premier healthcare alliance announced that is has awarded new agreements for the procurement of energy to Amerex Brokers, LLC; Co-eXprise Inc.; Hospital Energy Development LLC; Vical Energy Consultants Inc.; and World Energy Solutions, Inc. These agreements include energy procurement in electricity, hydropower, gasoline, natural gas, solar power, heating oil, biofuel and wind power.
