Regulation, Ramping RA Obligation for California LSEs Deferred to Future Rulemaking

An Assigned Commissioner's Ruling from California PUC Commissioner Mark Ferron defers issues raised in the R.09-10-032 resource adequacy proceeding by the California ISO and Cogeneration Association of California (CAC) to a new resource adequacy (RA) rulemaking, which Ferron expects to place on the PUC's agenda in October 2011. Specifically, CAISO had sought to address the development of a non-generic capacity procurement requirement process to add resource operational characteristics such as regulation and ramping load following capabilities into the resource adequacy procurement requirements. CAC had contended that the current definition of "system peak demand" results in an undervaluation of the RA capacity from combined heat and power facilities, which, in turn, causes an unnecessary and expensive procurement burden for ratepayers.


Champion Energy Officially Announces Maryland License

Champion Energy officially announced its receipt of a Maryland electric supplier license today. The granting of the license was first reported by Matters three weeks ago (8/17). Champion indicated that it would actively use the license and enter the Maryland market to serve residential, commercial, and industrial customers; however, a representative could not be reached by press time for specific plans. No residential offers for Maryland appear on Champion's website when using several BGE and Pepco zip codes.
