New Process Takes Effect for Removing Switch Hold from Vacant Continuous Service Agreement Premises

ERCOT's Technical Advisory Committee approved a new process for removing switch holds from vacant Continuous Service Agreement (CSA) premises.

The new process eliminates the need for an affidavit when removing a switch hold from a vacant CSA premise.

The new process addresses the issue that previously arose when a tenant moves out of a premise and that premise has an active CSA. Under the old process, when a tenant moves out of a premise, ERCOT alerts the Transmission and/or Distribution Service Provider (TDSP) of the CSA. The TDSP removes the switch hold and then proceeds with the Move-in to CSA. However, in instances where the previous tenant does not request a Move-out for the premise, the landlord must request that the Retail Electric Provider initiate a Move-in on their behalf. If there is a switch hold on the premise, the Move-in would be rejected and the landlord was then required to submit documentation showing that they are not the customer, or associated with the customer, for which the switch hold was applied.

Under the newly approved Retail Market Guide Revision Request 109 (RMGRR109), in the event that a Continuous Service Agreement Competitive Retailer (CR) needs to initiate a Move-in request for a vacant premise and the premise has an active switch hold, the CSA CR should obtain a signed Continuous Service Agreement Statement as set forth in the Retail Market Guide, Section 9, Appendices, Appendix J4, Continuous Service Agreement Statement (English), or Appendix J5, Declaración de Acuerdo de Servicio Continuo (Continuous Service Agreement Statement – Spanish).

The signed Continuous Service Agreement Statement is required to complete the switch hold removal process as described in Retail Market Guide Section 7.16.4.3.2, Steps for Removal of a Switch Hold for Meter Tampering for Purposes of a Move in.

This new process only applies to CSAs and may not be used for landlords without an active CSA agreement.

The Joint TDSPs have agreed to accept the new Continuous Service Agreement (CSA) Statement forms, Section 9 Appendix J4 and J5, along with implementing the market approved processes as outlined in RMGRR109 starting July 2, 2012.
