ERCOT Asks Retail Electric Providers for Data on Dynamic Pricing/Demand Response Capabilities of Their Customers

Pursuant to PUCT Rule, ERCOT is requesting data from Load-Serving Entities related to Dynamic Pricing and Demand Response capabilities of their customers.

Specifically, ERCOT is requesting that Retail Electric Providers (REPs) analyze their retail dynamic pricing and demand response-related products and associate each ESI-ID enrolled in the products into several categories listed and described in a technical specification document contained in a market notice.

The PUCT has noted that "passive" load response achieved through various REP programs was more prevalent than originally thought last summer (as REPs used their own customers to arbitrage wholesale prices), and may have been responsible for inaccurate demand forecasts by ERCOT. Not capturing such passive load response in the CDR makes ERCOT's reserve margin appear lower than it actually is.

The categories of dynamic pricing and load response products about which ERCOT is seeking information from REPs include:

• RTP – Real Time Pricing

• BI – Block & Index

• CPP – Critical Peak Pricing

• PR – Peak Rebates

• 4CP – Four Coincident Peak

• TOU – Time of Use / Thermal Storage / Distributed Generation

• OLC – Other Direct Load Control

• OTH – Other Voluntary Demand Response Product

• FO – Financial Option

"Collecting premise-level data on retail products will allow ERCOT to perform statistical analysis in an effort to quantify retail demand response and track trends," ERCOT said.

All LSEs are required to report load response capabilities pursuant to the PUCT Rule. However, the audience for ERCOT's initial market notice is limited to REPs, who were instructed to confirm their intentions to report load response capabilities for a June 2013 snapshot to be developed by ERCOT. ERCOT will send a future notice to Non-opt In LSEs with reporting instructions. ERCOT is providing an online survey format for REPs to confirm their intentions.

REPs are required to respond to the survey by February 28, 2013 to indicate whether they currently have or expect to have the relevant retail products to report on for the June 15, 2013 snapshot.

REPs that do not have programs will not have to submit a file.

REPs that have ESI-IDs enrolled in the named products shall create and submit to ERCOT a Comma Separated Values (CSV) file via NAESB. The first file will be a snapshot representing ESI-IDs enrolled in these retail products as of 06/15/2013. The target date for submission of the completed file to ERCOT is 08/01/2013.

If an ESI-ID is enrolled in a product with a definition that spans multiple categories, the REP should list the ESI-ID multiple times in the file, once for each category, ERCOT said.

Information provided as requested will be treated as Protected Information in accordance with Section 1.3, Confidentiality, of the ERCOT Protocols.

Pursuant to PUCT Subst. Rule §25.505(e)(5), "Load serving entities (LSEs) shall provide ERCOT with complete information on load response capabilities that are self-arranged or pursuant to bilateral agreements between LSEs and their customers."
