Sharyland Files Retail Delivery Rates for Transition to Competition, Includes Rider for Transition Expenses Sharyland Utilities, L.P. has filed with the Public Utility Commission of Texas unbundled delivery rates for the former Cap Rock Energy territories, to permit the introduction of retail electric choice in the service areas in May 2014.
The application establishes retail delivery rates in the Brady, Celeste, Colorado City, and Stanton divisions and Sharyland Utilities' wholesale transmission rates. The application does not affect retail rates in Sharyland's McAllen division, which already has customer choice.
Aside from existing riders, Sharyland is proposing to institute several new riders applicable to delivery service, including:
• Rider TTCC: transition to competition expenses
• Rider RCE: rate case expenses
• Rider DCRC: deferred costs
• Rider PCRFR: reconciliation of former power cost recovery factor
Notably, Rider TTCC would be $0.00568 per kWh for Residential Service customers.
Sharyland is also seeking to establish a baseline should it in the future seek a Distribution Cost Recovery Factor (DCRF).
The specific retail rate schedules that Sharyland Utilities is proposing include the following:
• Residential Service;
• Secondary Service Less Than or Equal to 10 kW;
• Secondary Service Greater Than 10 kW;
• Secondary Service Less Than or Equal to 10 W Oil and Gas;
• Secondary Service Greater Than 10 kW Oil and Gas;
• Primary Service;
• Transmission Service; and
• Lighting Service;
