MISO Files CONE Value Applicable to Texas Capacity Obligation

The Midwest ISO has filed at FERC the Cost of New Entry for the new local resource zones (capacity zones) which would arise should the Entergy operating companies join MISO. Specifically, Local Resource Zone 9, which encompasses Entergy Texas, would have a CONE value of $96,860/MW-yr.


Maryland Grants Request to Cease Compliance Reports from Retail Supplier

The Maryland PSC has granted a request from North American Power and Gas, LLC to cease a monthly reporting obligation imposed on the supplier as a result of a prior show cause proceeding. "Upon review of the 27 monthly reports, the facts set for in NAP's Motion, and NAP's complaint history with the Commission's Office of External Relations, we find that NAP has complied with the terms of Order 84096 and that no further monthly reporting is necessary by NAP," the PSC said.


Power Marketer to Pay $750 Million Under California Settlement

The California PUC announced a settlement to resolve one of the largest remaining claims of overcharges arising from the California Energy Crisis of 2000-2001. Under the terms of the settlement, Powerex, Inc., a subsidiary of British Columbia Hydroelectric (a unit of the Provincial Government of British Columbia) will refund $750 million to electricity consumers in California. If approved by FERC, the settlement will bring to $4 billion the amount of money the PUC and its aligned California Parties have obtained in refunds from wholesale electricity sellers during and after the Energy Crisis. The refunds paid by Powerex will be passed through to consumers in California as an offset against their current electric bills. The refund money will be distributed among the customers of California's three major investor-owned utilities: Pacific Gas and Electric Company, San Diego Gas & Electric, and Southern California Edison.
