Texas QSE to Pay $30,000 to Settle NSRS Non-Performance

EDF Trading North America, LLC would pay $30,000 under a settlement with Staff of the Public Utility Commission of Texas to resolve EDF's alleged failure to adhere to ERCOT Protocol §8.1.1.4.3(3)(b), related to non-spinning reserve service (NSRS) energy deployment criteria on March 9, 2012 and March 26, 2012.

According to the settlement, EDF received NSRS deployment instructions for resource FLCNS_CC1 on March 9, 2012 and March 26, 2012.

According to the settlement, on March 9, 2012, FLCNS_CC1 failed to reach its LSL within 25 minutes and EDF did not update the unit's Resource Status Code within 25 minutes of the NSRS deployment instruction, both of which are required by ERCOT Protocol § 8.1.1.4.3(3)(b).

According to the settlement, on March 26, 2012, EDF failed to update FLCNS_CC1's resource status within 25 minutes, as required by ERCOT Protocol § 8.1.1.4.3(3)(b), resulting in the resource not being available for dispatch via Security Constrained Economic Dispatch (SCED).
