Drivers of Texas Economic Growth Say Mandating a Reserve Margin Premature

America's Natural Gas Alliance, representing independent natural gas exploration and production companies with operations in Texas, has said that it would be "premature" for the Public Utility Commission of Texas to adopt a mandated reserve margin

"We are concerned about moving to a mandated, defined capacity reserve margin before additional studies are complete and additional stakeholder input can be gathered," ANGA said in comments to the PUCT.

"Mandating a specific reserve margin at this time is premature. ANGA and its member companies believe the Commission should refrain from taking action on this matter until the ERCOT Demand Forecast is published, the forthcoming Brattle Economic Reserve Margin report is issued on January 31, 2014 and a full analysis that quantifies the level of reliability for which load is willing to pay is completed," ANGA said.

"We agree with the assessment that many more steps are needed before we embark on a wholesale change of the ERCOT energy-only market," ANGA said.
