Texas Staff Make Recommendation on Review of Retail Provider Certification, POLR Rules in Light of Higher Offer Caps

Staff of the Public Utility Commission of Texas have filed a recommendation regarding a review of whether changes to the retail electric provider certification rules, and/or Provider of Last Resort rules, require changes in light of the higher system-wide offer caps in place in the ERCOT market.

"Staff recommends that a rulemaking on this matter is not warranted at this time," Staff said in a memo filed Thursday, which reviewed stakeholder comments which generally did not see a need for any changes.

"Staff proposes to monitor the Retail Electric Provider market to ascertain if any anomalous trends begin to arise. Staff also proposes to monitor ERCOT's efforts to accelerate the real time market settlement times to ensure those efforts continue apace."
