Sharyland to File Smart Meter Deployment Plan, Stipulation Reached on Charges to Texas REPs in New Choice Areas

An unopposed stipulation would establish unbundled delivery rates for Sharyland Utilities' Stanton, Colorado City, Brady, and Celeste divisions as the service areas institute customer choice, and would include a requirement for Sharyland to file an advanced metering deployment plan.

The case concerns tariff for delivery service in Sharyland's Stanton, Colorado City, Brady, and Celeste divisions (the former Cap Rock territories), which are scheduled to transition to retail choice on May 1, 2014.

Specifically, the unopposed settlement in the unbundling rate case provides that Sharyland shall file an advanced metering system (AMS) deployment plan within 12 months of the issuance of a final order in the unbundling proceeding. The plan would remain subject to PUCT approval.

The unbundling stipulation would establish delivery rates for two periods, May 1, 2014 to February 28, 2015, and then March 1, 2015 until rates are adopted under a rate case to be filed in 2016.

The delivery charges applicable to retail electric providers in Sharyland's Stanton, Colorado City, Brady, and Celeste divisions would include a Transition to Competition Charge (TTCC) Rider, which is estimated to be in place for five years.

The TDU charges applicable to REPs for residential customers for the period starting May 1, 2014 would be:

Customer Charge: $5.69 per Retail Customer

Metering Charge: $4.31 per Retail Customer

Distribution System Charge: $0.054010 per kWh

TCRF: $0.003348 per kWh

EECRF: $0.001214 per kWh

TTCC: $0.000539 per kWh

The unopposed stipulation was signed by, among others, Sharyland Utilities, L.P., Staff of the Public Utility Commission of Texas, Pioneer Natural Resources USA, Inc., and Texas Industrial Energy Consumers.
