PUC Staff Recommends Publicly Posting Retail Supplier Market Share, Customer Count

Staff of the Public Utilities Commission of Ohio have proposed making public the market share (by MWh) and customer count of retail electric suppliers.

The recommendation was made as part of Staff's retail market development workplan, whose contents are more full addressed in our related story today (click here).

Staff noted that during the retail market workshop and subcommittee discussions, "utilities often would cite the percentage of shopping customers in their territory to claim that the market is vibrant and does not need additional measures."

"However, Staff believes such a statistic needs to be considered in the proper context; otherwise, the statistic alone can be misleading, because one marketer could potentially own a majority of the market share. Staff contends a crucial step in determining the health and viability of the retail electric service market is to know not only the number of active CRES [competitive retail electric service] providers in a market, but also the market share by number of customers and load in MWh."

Accordingly, Staff recommended that, "the number of customers served and load in MWh for each CRES in each EDUs service territory should not be confidential because this type of information is not confidential in other industries."

Confidential protection is extended to this data by statute.

"While the Commission is provided with this data, per statute it cannot be shared with the public, unless authorized by the suppliers," Staff noted.

"The fact that this data is confidential, when it is often public knowledge in non-regulated markets, can create public mistrust. In an effort to create an effective and competitive retail electric service market it is imperative that the public trust the market and know that information is available and accurate. The Commission must strive for transparency within the retail electric service market," Staff said.
