Top Cop, Former U.S. Attorney Nominated to Chair FERC

President Barack Obama announced his intent to nominate Norman Bay as Commissioner, Federal Energy Regulatory Commission, and upon appointment to be designated as Chairman.

Norman Bay has served as Director of FERC's Office of Enforcement since July 2009.

Bay formerly served as U.S. Attorney in the District of New Mexico, and prior to that, Assistant U.S. Attorney in the District of Columbia and New Mexico.

Bay was also a Professor of Law at the University of New Mexico School of Law, where he taught Criminal Law, Evidence, and Constitutional Law. Prior to his Justice Department service, Bay was an Attorney-Adviser in the Office of Legal Adviser at the State Department, and also clerked for the Hon. Otto R. Skopil of the U.S. Court of Appeals for the Ninth Circuit in Portland, Oregon.

Bay is a graduate of Dartmouth College and Harvard Law School.
