D.C. Seeks Additional Comment on Retail Supplier Access to Smart Meter Data

The District of Columbia PSC has issued additional questions and sought supplemental comment regarding the provision of advanced metering interval data and historic AMI interval data to retail electric suppliers.

In a separate order issued Thursday concerning Pepco's dynamic pricing plans (click here for story), the PSC said that, "Based on the third party suppliers' comments, it is clear that they are not satisfied by Pepco's claim that it provides the [AMI data] access they seek nor are we."

Among other things, the PSC asked retail suppliers whether the supplier needs EDI 867 IU before a supplier can enable dynamic pricing

Pepco was directed to provide a sequential, step-by-step description of Pepco's current business process for transferring interval meter data to authorized Third Party Suppliers (TPS), including the meter read, Validation, Editing, and Estimation (VEE), PJM settlement, and EDI data transfer to authorized TPS.

The PSC asked Pepco whether the business process that Pepco currently uses to provide authorized TPS data via the website can be used to deliver interval meter data for use in PJM settlement by Third Party Suppliers

Pepco has reported that, as of December 31, 2013, it has installed 98.5% of the smart meters for the District, and has reported that, as of January 13, 2014, it has activated approximately 97.3% of the smart meters installed in the District
