Texas QSE to Pay $27,000 to Settle Audit of Operator Training
Constellation Energy Commodities Group, Inc. would pay $27,000 under a settlement with Staff of the Public Utilities Commission of Texas to resolve alleged violations concerning the failure to adhere to Electric Reliability Council of Texas (ERCOT) Zonal Operating Guide § 1.8.2, relating to system operator training criteria.
The settlement states that during an on-site audit of Constellation that was conducted on March 31 - April 2, 2009, the Texas Reliability Entity (TRE) discovered the following violations:
a. In 2008, four operators did not complete the required 40 hours of training.
b. In 2009, four operators failed to achieve the required 32 hours of emergency training, and two operators failed to achieve the required 8 hours in drills/simulations.
c. In 2010, five operators failed to achieve the required 32 hours of emergency training, and three operators failed to achieve the required 8 hours in drill/simulations.
