As part of its final rulemaking order on customer disclosures, the Pennsylvania PUC adopted a standard template for an Electric Generation Supplier Contract Summary, for residential and small commercial customers.

Notably, the template requires suppliers to address the following questions for variable rate contracts:

• If variable, based on what?

• If variable, how often is the rate expected to vary?

• If variable, give any applicable ranges/ceilings.

• If no ranges/ceilings, a plain language statement indicating this fact.

• If variable, describe when the customer will receive notification of price changes in relation to time of month, final monthly meter read, billing cycle or when the price takes effect (click here for related story today on what constitutes "notice")

For the generation supply price, the EGS must list, for a variable product, the first billing cycle's rate, and describe any introductory rate with the length of the term.

The EGS must also state in, "[p]lain language that the supply price may not always provide savings to the customer"

The final rules remain subject to approval from the Independent Regulatory Review Commission
