PPL Proposes Lowering Hourly Pricing Cutoff as Part of New Default Service Plan

PPL Electric Utilities has proposed lowering the default hourly pricing cutoff as part of its proposed default service plan for the period June 1, 2015 to May 31, 2017.

Despite the PUC's clear direction in its end state order that hourly pricing apply to customers at or above 100 kW, PPL is thus far the only utility to propose lowering the hourly pricing threshold as part of its post-May 31, 2015 default service plan.

Specifically, PPL would lower the hourly pricing cutoff from the current 500 kW to 100 kW effective June 1, 2015.

At this time, PPL has approximately 3,200 Small C&I customers with a peak demand between 100 kW and 500 kW. Of that total, approximately 88% of these customers currently are shopping. As a result, the change in the qualification for the small C&I customer class from 500 kW to 100 kW, will move approximately 370 customers from fixed-price default service rates to hourly pricing.

The proposed small C&I customer class is specifically comprised of customers served under current PPL Electric Rate Schedules GS-1, GS-3 (under 100 kW), LP-4 (under 100 kW), GH-2, BL, SA, SM, SHS, SE, TS, SI-1, and standby service for qualifying facilities.

For non-shopping residential and small C&I (under 100 kW) default service customers, PPL's latest default service plan proposes to purchase fixed-price, full-requirements, load-following products with 6 and 12-month contract terms using a laddering approach so that the procurements are staggered to avoid procuring 100% of the default service products at the same time. This is a slight change from the current reliance on 9 and 12-month contracts.

Auctions will be held every six months approximately two months prior to the start of delivery (typically every April and October).

Additionally, for residential customers, PPL has pre-existing block supply contracts for 150 MW through December 31, 2015 and 50 MW committed from January 1, 2016 through May 31, 2021.

As noted in yesterday's story, PPL is proposing to update the residential and small C&I Prices to Compare only every 6 months, versus every 3 months.

Default service for large customers will continue to be hourly pricing.
