Ohio Utility Seeks to Implement Nonbypassable Charge for Supply Costs
Dayton Power & Light has filed to implement a nonbypassable rider for certain generation supply costs, under a "circuit breaker" provision for certain reconciled default service costs.
Specifically, DP&L has filed to implement Reconciliation Rider Nonbypassable (RR-N), which may be used to recover any deferred balance that exceeds 10 percent of the base amount of bypassable riders FUEL, RPM, AER, and CBT.
DP&L said that the deferral balances of riders FUEL and CBT exceed 10% of the base amount in those riders. DP&L is applying carrying charges of 4.943%, based on the cost of debt approved in its electric security plan, to the total amount of the balances exceeding 10% of the base amount of each rider included in the RR-N.
The proposed nonbypassable RR-N rate for all kilowatt-hours for the period June 1, 2014 through August 31, 2014, is $0.0014240 per kWh.
