Precedent: PUC Approves Nonbypassable Charge for Generation Supply Costs from Polar Vortex
The Pennsylvania PUC approved nonbypassable charges at Citizens' Electric Co. and Wellsboro Electric Co. to recover unanticipated and excessive costs from the polar vortex.
Citizens' and Wellsboro rely on a portfolio of block and spot purchases, not full requirements contracts, for default service, which led to unrecovered costs as default service rates (set in advance and fixed for three months) did not reflect unanticipated PJM energy and ancillary charges during January
No opposition was filed to the nonbypassable charges which will be used to recover the unrecovered default service supply costs.
An illustrative example of the riders indicated that the nonbypassable rider would be 1.186¢/kWh at Citizens' and 0.8750¢/kWh at Wellsboro. The final rates will be set in a compliance filing prior to becoming effective.
The riders will be in place for six months, starting June 1, 2014
