State Assembly Passes Bill Eliminating Opt-Out Municipal Aggregation

The California Assembly this week passed a bill, AB 2145, which would terminate the ability of community choice aggregations to enroll customers on an opt-out basis effective January 1, 2015.

After that date, customers would be required to opt-in to participate in a CCA, via a "positive written declaration."

Existing CCA participants would not be affected.

The bill awaits action by the Senate.
