State Regulator Seeks Offer Data from Latest PJM Capacity Auction
PJM has received a request for confidential information from the New Jersey Board of Public Utilities: specifically, offer data from the latest RPM Base Residual Auction.
The BPU has requested the following information from the recent 2017/2018 RPM Base Residual Auction regarding generation capacity resources located in the EMAAC LDA.
1. Unit name, geographic location, LDA/sub-LDA location, zone location, owner name, fuel type, unit type (e.g., gas combined cycle, gas combustion turbine, nuclear, coal, solar, etc.), EFORd, offered MW, cleared MW, offer price and the relevant LDA clearing price.
2. Indicate whether the offered capacity is existing capacity, new capacity, deferred/withdrawn retirement capacity, uprates to existing capacity or reactivated capacity.
3. For units with ACR price offers that consisted of APIR, indicate the BRA/DY year in which this resource commenced the submission of offers inclusion of APIR and the CRF values used in computing the APIR.
4. For generators that filed MOPR exceptions, please provide the offer price ultimately authorized for bid into the BRA.
5. Include the above information for the marginal unit that set the Rest of RTO clearing price.
"The purpose of the requested information is to enable the NJ BPU to better understand the development of new generation capacity under RPM in the immediate region serving New Jersey electric consumers. The NJ BPU will treat the requested information as confidential consistent with the PJM non-disclosure provisions of the Operating Agreement, permitting review only by those members of staff specifically identified as Authorized Persons," the BPU said in its request to PJM.
