Another State Regulator Seeks Offer Data from Latest PJM Capacity Auction

PJM has received a request for confidential information from the Public Utilities Commission of Ohio regarding the 2017/2018 Reliability Pricing Model BRA.

PUCO Staff has specifically requested the following information in regard to the latest RPM Base Residual Auction results:

1) For each generation resource that offered into the 2017/2018 RPM BRA, please provide the offered and cleared megawatt quantities (ICAP and UCAP) and associated offer prices. Such data should be disaggregated at the generation unit level, and should include unit name and id, owner, transmission zone location, LDA location, and primary (and secondary, if applicable) fuel source(s).

1a) Please highlight in 1) each of the new units that offered.

1b) Please highlight in 1) each of the units that offered and that is located outside of the PJM footprint and specify the RTO (or ISO or transmission zone) that the unit is located in.

2) For each discrete quantity of demand response (DR) resource that offered into the 2017/2018 RPM BRA (i.e., each quantity being offered by a single entity at a unique price), please provide the offered and cleared megawatt quantities and associated offer prices. Such data should be disaggregated to identify the DR provider, transmission zone location, LDA location, and the DR type (i.e., whether it is a limited resource quantity, an extended summer resource quantity, or an annual resource quantity).

3) For each discrete quantity of energy efficiency (EE) resource that offered into the 2017/2018 RPM BRA (i.e., each quantity being offered by a single entity at a unique price), please provide the offered and cleared megawatt quantities and associated offer prices. Such data should be disaggregated to identify the EE provider, transmission zone location, and LDA location.

4) To the extent an offer by a specific generation unit was mitigated by Monitoring Analytics, please provide the unit name and id, the owner, transmission zone location, LDA location, primary (and secondary, if applicable) fuel source(s), and the offered and mitigated prices for that unit.

"As you know, Ohio is a retail choice state and, accordingly, Ohio retail rates are very dependent on the wholesale prices. It is, therefore, essential for staff to have the confidence that wholesale energy, ancillary services, and capacity markets are competitive across all of the PJM's footprint. This information will assist staff in the performance of its duties in this regard," PUCO Staff said in its request to PJM
