How Many Customers Enrolled on NRG Time of Use Plan Offered Through PECO?

About 4% of PECO residential default service customers solicited by PECO and NRG Retail Solutions for a Time of Use electric generation service pilot accepted the offer, according to a report on the pilot filed by PECO.

PECO solicited 120,998 residential customers to enroll in the TOU program, which was supplied by NRG Retail. In total, 4,882 customers accepted the offer, which produced a 4% acceptance rate.

The actual enrollment rate was slightly lower, at 3.9%, due to enrollments which were rejected for various reasons or customer-initiated rescissions.

Of the 4,779 residential customers who ultimately enrolled in the TOU pilot, 249 customers (5.2%) had de-enrolled as of March 31, 2014. As part of the program, NRG Retail continues to serve customers after the conclusion of the pilot unless they make an affirmative choice for alternative service.

PECO's report states that the TOU pilot exceeded PECO's and NRG Retail's expectations in recruiting default residential customers to sign up for and remain in a TOU rate offered by an EGS.

PECO also solicited 3,583 small commercial customers to enroll in the TOU pilot. In total, 23 customers accepted the offer, which produced a 0.64% acceptance rate.

Of the 23 small commercial customers who enrolled in PECO Smart Time Pricing, 3 customers (13%) had de-enrolled as of March 31, 2014. "This experience showed that, among SMB customers that have never switched electricity suppliers, there was a lack of interest in PECO Smart Time Pricing," the report said.

The report also discusses success rates of various channels in enrolling customers, and survey results from pilot participants and those who declined to participate.
