Maryland Now Seeks Offer Data from Latest PJM Capacity Auction

Maryland is the latest state to seek confidential offer data from the recent 2017/18 PJM Base Residual Auction

"The purpose of the requested information is to enable the Maryland PSC to better understand the development of new generation capacity under RPM in the immediate region serving Maryland, and the role which demand response and imports play in achieving cost-effective, reliable and least-cost service operations in Maryland. The Maryland PSC also desires to better understand how the new MOPR process adopted by PJM operated in the 2017-2018 BRA, as well as the auction clearing process partially described in Question 15 [below]," the PSC said in its request

The MD PSC is requesting information related to the most recent RPM Base Residual Auction as follows:

"Pursuant to Section 18.17.4 of the PJM Operating Agreement, the Maryland Public Service Commission ('Maryland PSC') requests information regarding generation capacity, demand response resources and energy efficiency physically located in the MAAC, EMAAC, SWMAAC and PEPCO LDA zones, as well as the APS portion of rest of PJM and which cleared or was offered into the recent 2017-2018 RPM Base Residual Auction ('BRA') whose results were announced May 23, 2014. The information requested is set forth in the numbered paragraphs stated below:

1) For each generation resource that satisfies the locational qualification stated above that offered into the 2017-18 RPM BRA, identify the resource name, its location (including by transmission owner zone and LDA), provide its size, ownership, its type (i.e. new generation capacity, deferred/withdrawn retirement capacity, uprate to existing capacity, reactivated capacity and existing capacity) and the offered and cleared megawatt quantities (ICAP & UCAP), associated offer prices and LDA clearing prices.

2) For each resource identified in Question 1, indicate the primary and secondary (if any) fuel source, type of unit (i.e., combustion turbine, combined cycle, coal steam, nuclear, wind, solar, other) and the resource's eFORd designation.

3) To the extent that an offer by a specific generation unit identified in Question 1 was mitigated by the PJM Independent Market Monitor (Monitoring Analytics), please provide the unit name, the owner, transmission zone location, LDA location and the offered and mitigated prices for that unit.

4) In the 2016-2017 RPM BRA, SWMAAC/PEPCO price separated from the Rest of RTO. In the 2017-2018 RPM BRA, this did not occur. Please explain fully the differences between these two BRAs that has resulted in no price separation for SWMAAC/PEPCO in the 2017-2018 RPM BRA.

5) Provide the annual capacity factor achieved in 2013 by each generation unit identified in the response to Question 1.

6) Please identify separately each generating unit offered and/or cleared for the first time in the 2017-2018 RPM BRA, noting its name, location (TO zone and LDA), provide its size, ownership and type (CT, CC, wind, etc.) and its offer price, and noting those units which were only offered and which cleared.

7) Identify each cleared unit that is located outside the PJM footprint, specifying the RTO, ISO or transmission zone in which such latter, imported unit is located, its fuel type, size, name, ownership, age and expected availability factor and whether it had obtained, at the time of the 2017-2018 BRA, a firm contract transmission path into PJM.

8) Identify separately and PJM-wide all generation units which obtained Minimum Offer Price Rule (MOPR) exceptions in the 2017-2018 RPM BRA under either the unit specific review procedure, self supply exemption and competitive supply exemption as well as the minimum price applied and offer price bid into the BRA.

9) For each discrete quantity of demand response ('DR') resource that offered into the 2017-2018 RPM BRA (i.e. each quantity being offered by a single entity at a unique price) that satisfies the locational qualification stated above, please identify said offer and provide the offered and cleared megawatt quantities and associated offer prices. Such data should be disaggregated to identify the DR provider, transmission zone location, LDA location and the DR type (i.e., whether a limited resource, an extended summer resource or an annual resource).

10) For each discrete quantity of energy efficiency ('EE') resource that offered into the 2017-2018 RPM BRA (i.e. each quantity being offered by a single entity at a unique price) that satisfies the locational qualification stated above, please provide the offered and cleared megawatt quantities and associated offer prices. Such data should be disaggregated to identify the EE provider, transmission zone location and LDA location.

11) Confirm how RPM capacity payments for each type of capacity resource (generation, DR, energy efficiency) are calculated (for example: resource size or other value X payment per MW/day); state when such payments are made; and under what conditions payment may be denied due to non-performance of the RPM capacity obligation. Please state the total expected RPM capacity payments to be made as the result of the 2017-2018 BRA to all BRA cleared capacity resources.

12) In its Report entitled '2017/2018 RPM Base Residual Auction Results', PJM states that the total unforced capacity purchased of 167,003 MW is projected to produce a 19.7% reserve margin for PJM, which is 4% higher than the target reserve margin of 15.7% to achieve PJM's adopted reliability standard of 1 day of supply/grid related outage in a 10 year period. Please state the cost and associated MW capacity of this 4% higher than target reserve margin. Please explain why this specific 4% capacity margin has been acquired and why it has been reduced in the 2017/2018 BRA from the 5.5% acquired in the 2016/2017 BRA.

13) Please state all maximum DR limits by DR product (annual, limited & extended summer), both PJM-wide and for each modeled LDA, as well as the magnitude of offered and cleared DR PJM-wide and for each modeled LDA. Please explain how the DR limits were developed for each modeled LDA and PJM-wide.

14) Provide a table stating the Capacity Import Limits for each modeled LDA that satisfies the locational qualification stated above (particularly MAAC, EMAAC, SWMAAC, BGE & PEPCO) and the capacity import levels anticipated based on the BRA for those same LDAs.

15) Explain how LDA Target Capacity Reserve Levels are determined and provide a table stating the level for each modeled LDA that satisfies the locational qualification stated above. State whether these targets were equaled or exceeded for each such modeled LDA in the 2017-2018 BRA, including the actual level achieved.

16) At page 4 of its Report entitled '2017-2018 RPM Base Residual Auction Results', PJM explains the BRA auction clearing process as follows:

"The auction clearing process commits capacity resources to procure a target capacity reserve level for the RTO in a least-cost manner while recognizing and enforcing these reliability-based constraints. . . . [Said constraints include LDA target capacity reserve levels, LDA capacity import limits, limits on DR procurement for 'each modeled LDA & capacity import limits imposed on PJM external resources] . . . The clearing solution may be required to commit capacity resource out-of-merit order but again in a least-cost manner to ensure that all of these constraints are respected.'

17) Please state the magnitude and explain the cause and method of out-of-merit resource commitment in each modeled LDA that satisfies the locational qualification stated above.
