New York Delays Decision on Reforming Energy Vision Policy Questions

The New York PSC has delayed when it expects to issue a decision on policy questions under Track 1 of its Reforming the Energy Vision proceeding.

Track 1 includes distributed system platform and customer engagement issues. It includes several issues of notable concern to ESCOs, including the use of municipal aggregation, the appropriate market participants to offer certain distributed and value-added services, access to customer data, and billing issues.

Due to the scheduling of additional proceedings (discussed further below), two ALJs issued a notice yesterday that they anticipate that the Track 1 policy determination will now reach the Commission in early 2015. Previously, the PSC had set a goal of adopting a generic policy under Track 1 before the end of 2014.

The PSC has scheduled for November 6, 2014 a second technical conference for Track 1, specifically addressing policy questions raised in the proceeding

Additionally, the PSC is now allowing for reply comments on a Staff Straw Proposal in Track 1 that will be filed on August 22, 2014. Previously, only an initial round of comments were contemplated.
