Nstar has filed with the Massachusetts DPU initial discount rates for its purchase of receivables program, to be effective September 28

The discount rates, or Standard Complete Billing Percentage, are as follows:

Residential: 
Uncollectibles                 1.95%
Administrative Cost            0.22%
Total                          2.17%

Commercial: 
Uncollectibles                 0.26%
Administrative Cost            0.22%
Total                          0.48%

Industrial: 
Uncollectibles                 0.17%
Administrative Cost            0.22%
Total                          0.39%
