Utility Files to Reduce Flat Per-Bill Charge Under POR
Commonwealth Edison has filed at the Illinois Commerce Commission to lower the flat per-bill charge applicable to retail suppliers under purchase of receivables.
Specifically, ComEd filed to lower the "cost recovery amount" from $0.50 per bill to $0.13 per bill, beginning with October 2014 billing.
ComEd cited higher-than-anticipated switching (versus when the POR program was created) for faster recovery of POR costs, which supports the proposed reduction.
"Assuming the level of customer switching remains relatively stable, ComEd believes that reducing the CRA to $0.13 per bill should provide an amount adequate to cover its on-going costs over the next 12 months and, ultimately, result in a better match between these costs and the revenues received through the application of the CRA," ComEd said.
