Texas Staff File List of REPs Eligible to Be Designated as Non-Volunteer POLRs
Staff of the Public Utility Commission of Texas have filed a preliminary determination of retail electric providers that are to be designated Large Service Providers (non-volunteer POLRs) for the 2015-16 term (Project 42201).

REPs may challenge Staff's determination of their non-volunteer POLR eligibility through September 10.
After reviewing any challenge, Staff will designate up to 15 REPs from the eligible list to serve as Large Service Provider POLRs for the 2015-2016 two-year term.
Staff said that for the 2015-16 term, there are no REPs which have offered to be volunteer POLRs.
Staff also reported on REPs seeking to assign their POLR obligation to an affiliate for the new term.
Fulcrum Retail Energy, LLC (REP Certificate 10052) requested to designate affiliate Just Energy Texas, LP should it be designated an LSP for the Residential and Small Non- Residential customer classes in all the TDU service territories for the 2015-2016 term. Fulcrum Retail Energy requested to designate affiliate Hudson Energy Services, LLC (REP Certificate 10092) to provide POLR service on its behalf should Fulcrum Retail Energy be designated a POLR for the Medium Non-Residential or Large Non-Residential customer class in all the TDU service territories for the 2015-2016 term.
Direct Energy (REP Certificate No. 10040), First Choice Power Special Purpose, Inc. (REP Certificate No. 10008), WTU Retail Energy, LP (REP Certificate No. 10022), Bounce Energy, Inc. (REP Certificate No. 10162) and Direct Energy Business, LLC (REP Certificate No. 10011) requested to designate affiliate CPL Retail Energy, LP (REP Certificate No. 10023) to provide POLR service on their behalf should any be designated as POLR for the Residential or Small Non-Residential customer classes in all the TDU service territories for the 2015-2016 term.
First Choice Power Special Purpose, LP (REP Certificate No. 10008) requested to designate affiliate CPL Retail Energy, LP (REP Certificate No. 10023) to provide POLR service on its behalf for the Medium Non-Residential customer class in the Sharyland Utilities, L.P. - McAllen service area should it be designated as a POLR in that service area.
CPL Retail Energy, LP (REP Certificate No. 10023) and WTU Retail Energy, LP (REP Certificate No. 10022) requested to designate affiliate Direct Energy Business, LLC (REP Certificate No. 10011) to provide POLR service on their behalf should either be designated as a POLR for the Medium Non-Residential customer class in all the TDU service territories for the 2015-2016 term.
Cirro Group Inc. (REP Certificate 10034), Energy Plus Holdings LLC (REP Certificate 10172), Everything Energy LLC (REP Certificate 10178), Green Mountain Energy Company (REP Certificate 10009), and US Retailers LLC (REP Certificate 10177) requested to designate affiliate Reliant Energy Retail Service LLC (REP Certificate 10007) as the LSP affiliate to provide POLR service on their behalf should any be designated as a POLR for any of the customer classes in all the TDU service territories for the 2015-2016 term.
